Of stars and stripes: NASA satellites used to predict zebra migrations

[unable to retrieve full-text content]One of the world's longest migrations of zebras occurs in the African nation of Botswana, but predicting when and where zebras will move has not been possible until now. Using NASA rain and vegetation data, researchers can track when and where arid lands begin to green, and for the first time anticipate if zebras will make the trek or, if the animals find poor conditions en route, understand why they will turn back.

George W. Bush doing well after heart procedure

DALLAS (AP) ? An aide says former President George W. Bush is "doing great" while recovering from a heart procedure at a Dallas hospital and should be going home soon.

Spokesman Freddy Ford says the 43rd president is expected to be discharged Wednesday. He would not give a specific time.

Doctors at Texas Health Presbyterian Hospital on Tuesday inserted a stent to help prop open an artery. The blockage was discovered Monday during Bush's annual physical at a clinic in Dallas, where he lives.

Ford says the 67-year-old former president is expected to resume his normal schedule by Thursday.

Bush has a reputation as a fitness buff and is known to enjoy jogging, riding bicycles and doing other exercise to keep in shape.

U.S. intestinal bug traced to salad greens from Mexican company

(Reuters) - U.S. health authorities have traced at least one source of an intestinal bug that has sickened more than 400 people in 17 states to salad greens supplied to restaurants by a company in Mexico.

The U.S. Food and Drug Administration said a salad mix linked to the outbreak of cyclosporiasis was supplied to restaurants in Iowa and Nebraska by Taylor Farms de Mexico, a processor of food service salads.

The FDA found that illnesses at four restaurants were traced to Taylor Farms. The agency said it will be conducting an assessment of the company's processing facility in Mexico to try to learn the probable cause of the outbreak.

The FDA said its investigation "has not implicated consumer packages sold in grocery stores."

At its most recent inspection at Taylor Farms, in 2011, the FDA said it found no notable issues. The agency said that as a result of the current investigation it is increasing surveillance on other green leafy products exported to the United States from Mexico.

It is unclear whether cases reported from other states are part of the same outbreak. The investigation is ongoing.

Cyclosporiasis is most common in tropical and subtropical regions of the world. The infection is caused by ingesting food or water containing a one-celled parasite that is too small to be detected without a microscope. Symptoms include watery diarrhea, vomiting and body aches.

Most people with healthy immune systems recover from the infection without treatment. Older people and those with weakened immune systems might be at higher risk for prolonged illness.

Dell's buyout teeters as it rules out voting change

By Greg Roumeliotis

NEW YORK (Reuters) - Michael Dell and Silver Lake's $24.4 billion bid to take over Dell Inc suffered a blow on Wednesday after the company's special committee rejected their request to change the voting rules in exchange for a sweeter bid.

Dell shares fell 3 percent to $12.48, their lowest level since news of the takeover broke on January 14, highlighting uncertainty among shareholders about the deal's prospects.

The special committee, set up by Dell's board to assess whether shareholders were getting the best deal, refused to change the voting rules but said it would be willing to move the vote's record date forward.

Earlier, a person familiar with the matter said Michael Dell and Silver Lake expect their deal to collapse unless there is a change in how shareholder votes are counted.

At present, the buyout must be approved by a majority of all Dell shares, excluding those held by Michael Dell. The buyout group last week raised its offer by 10 cents per share on the condition that the deal goes through if approved by a majority of the shares that are actually voted.

This followed two adjournments of shareholder meetings, on July 18 and July 24, after it became apparent the buyout group did not have enough votes supporting the deal.

The consortium estimated that in the latest tally, about 27 percent of Dell's shares had not been voted and were therefore counted as "no" votes under the current voting standard.

Alex Mandl, the special committee's chairman, wrote in a letter to the buyout group, "The committee is not prepared to accept your (voting rules) proposal. We are, however, willing to establish a new record date for a vote on a $13.75 per share transaction under the existing voting standard."

The record date determines which Dell shareholders are entitled to vote on the deal. A person familiar with the matter said the special committee would be willing to push the record date to August 10 for the vote to be held on September 10.

A shareholder meeting to vote under the current system is scheduled for Friday.

The source familiar with the matter said the buyout consortium believes that changing the record date is not good enough. Unless the voting standard changes, this is the end of the road for the deal, the source said.

Activist investor Carl Icahn, who has amassed an 8.7 percent stake in Dell and is leading a charge with Southeastern Asset Management Inc against the buyout with an offer of his own, said in a letter on Monday that shareholders had already spoken and that a change in the voting standard would "make a mockery of what little is left of corporate democracy at Dell."

Senate panel looking at limits on surveillance

WASHINGTON (AP) ? Senators are questioning top Obama administration officials about the National Security Agency's surveillance programs for the first time since the House narrowly rejected a proposal last week to effectively shut down the NSA's secret collection of hundreds of millions of Americans' phone records.

The Senate Judiciary Committee hearing Wednesday will include testimony from the No. 2 officials at the Justice Department, FBI and NSA, plus the top lawyer for the Office of the Director of National Intelligence. It will also include testimony from James G. Carr, a senior federal judge who previously served on the secretive Foreign Intelligence Surveillance Court and who recently urged Congress to give such judges more discretion and authority to appoint lawyers to serve the interests of the public.

Carr has said to do otherwise "puts basic constitutional protections at risk and creates doubts about the legitimacy of the court's work and the independence and integrity of its judges."

The government acknowledged last week in a letter to Congress that there have been an unspecified number of "compliance problems" in following the rules put in place governing the secret collection of Americans' phone records. The director of national intelligence, James Clapper, said no intentional or bad-faith rules violations were found.

Since the NSA surveillance became public two months ago, the chairman of the Judiciary Committee, Sen. Patrick Leahy, D-Vt., has introduced legislation that would allow the government to obtain phone records only when it can establish that the information is relevant to an authorized investigation and is linked to a foreign terrorist group or foreign power. Leahy's bill would enhance oversight by expanding reporting requirements to Congress and would add further court review of surveillance programs. The measure also would add a new sunset provision for national security letters, which are issued by government agencies such as the FBI to gather information such as phone numbers dialed or sender or recipient email addresses.

Former NSA systems analyst Edward Snowden leaked documents revealing the NSA's phone records program. Snowden also leaked details of a second NSA program called PRISM, which forces major Internet firms to turn over the detailed contents of communications such as emails, video chats and pictures.

Last year, the Judiciary Committee approved Leahy's measure to bolster limits on surveillance. Ultimately, Congress passed a long-term extension of intelligence programs without any new reforms.

Last week's House vote of 217-205 was significant not only because of the narrowness of the victory for the Obama administration, but because it created unusual political coalitions. Libertarian-leaning conservatives and liberal Democrats pressed for change against the Republican establishment and Congress' national security experts.

Backing the NSA program were 134 Republicans and 83 Democrats, including House Speaker John Boehner, R-Ohio, who typically does not vote, and Democratic leader Nancy Pelosi. Rejecting the administration's last-minute pleas to spare the surveillance operation were 94 Republicans and 111 Democrats.

Florida QB Jeff Driskel has appendectomy

Florida quarterback Jeff Driskel could miss the first two weeks of fall practice while recovering from an appendectomy.

Driskel, a junior entering his second year as Florida's starter, underwent surgery Tuesday at Shands Hospital on campus.

Coach Will Muschamp says surgery went well, adding "how long he is out will be determined by how his body responds, which could be two weeks."

Muschamp says: "Jeff had acute appendicitis and fortunately the medical staff caught it very quickly."

Driskel, a 6-foot-4, 237-pounder from Oviedo, threw for 1,646 yards and 12 touchdowns last season. He also ran for more than 400 yards and had four rushing TDs.

Florida's backup is fourth-year junior Tyler Murphy, who has played in three games. The Gators also have redshirt freshman Skyler Mornhinweg and freshman Max Staver.

Vancouver now proud home to Canada?s first permanent rainbow crosswalks

?

The intersection of Vancouver's Davie and Bute was brighter on July 29th after the installation of the new rainbow crosswalks. This is Canada's first permanent rainbow-coloured crosswalk.

Vancouver unveiled Canada?s first permanent rainbow-coloured crosswalk Monday morning to kick off the city?s Pride Week celebrations in the heart its LGBTQ-friendly Davie Street Village.

Coun. Tim Stevenson, who was the first openly-gay provincial cabinet minister in Canada, announced the crosswalks at the intersection of Davie and Bute streets at 8:30 a.m. Monday. City crews painted on the rainbows late Sunday night.

Over its 35-year history, the Vancouver Pride Parade has grown to be the fifth largest in the world with over 650,000 people involved last year. More than 150 floats from every part of the community will cover three kilometres over three hours.

Spencer Chandra Herbert, NDP MLA for the West End, welcomed the new crosswalks to an area that has ?kind of been a cultural capital, so to speak, for LGBTQ folks across Canada.?

?This is where the Pride Parade started, it?s where the fight for marriage equality started, the right to adopt,? Herbert said. ?It makes sense to mark that history and a little colour is a good thing.?

He predicted the busy intersection will even be a more popular place for ?people to hang out and get their photos (taken).?

Events like these are held every summer in nearly every major city in the world both as a celebration of LGBTQ (Lesbian, Gay, Bisexual, Transgendered, Questioning) culture and to commemorate the 1969 Stonewall Riots in New York City that brought the struggle for gay and lesbian rights into the public eye.

The Boston Red Sox and Tampa Bay Rays battled back and forth ? via their official respective Twitter accounts ? after a controversial call in the eighth inning preserved a 2-1 Rays win and put Tampa Bay back on top of the American League East standings.

Red Sox pinch-runner Daniel Nava attempted to tag up on?Brandon Snyder ?s fly ball to short left-center with one out in the bottom of the eighth,?but he was called out by home plate umpire Jerry Meals. Replays clearly showed that Nava was safe.

Immediately after the win, the Rays? official Twitter account rubbed it in:

That earned this response from the Red Sox?s account:

Red Sox manager called it a ?terrible call. We should still be playing.? And even Red Sox owner John Henry chimed in with a tweet:

Pope Francis says he won't judge gay priests

Pope Francis listens to questions during a news conference aboard the papal flight on its way back from Brazil, Monday, July 29, 2013. Pope Francis reached out to gays on Monday, saying he wouldn't judge priests for their sexual orientation in a remarkably open and wide-ranging news conference as he returned from his first foreign trip. His predecessor, Pope Benedict XVI, signed a document in 2005 that said men with deep-rooted homosexual tendencies should not be priests. (AP) ? Pope Francis reached out to gays on Monday, saying he won't judge priests for their sexual orientation in a remarkably open and wide-ranging news conference as he returned from his first foreign trip.

"If someone is gay and he searches for the Lord and has good will, who am I to judge?" Francis asked. "We shouldn't marginalize people for this. They must be integrated into society."

Francis' predecessor, Pope Benedict XVI, signed a document in 2005 that said men who had deep-rooted homosexual tendencies should not be priests. Francis was much more conciliatory in his first news conference as pope, saying gay clergymen should be forgiven and their sins forgotten.

The comments did not signal any change in church policy. Catholic teaching still holds that homosexual acts are "intrinsically disordered." But they indicated a shift in tone under Francis' young papacy and an emphasis on a church that is more inclusive and merciful rather than critical and disciplinary.

Gay leaders were buoyed by Francis' non-judgmental approach, saying changing the tone was progress in itself, although for some, the encouragement was tempered by Francis talk of gay clergy's "sins."

"Basically, I'm overjoyed at the news," said Francis DeBernardo, executive director of the U.S.-based New Ways Ministry, a group promoting justice and reconciliation for lesbians, gays, bisexuals and transgender people and the wider church community.

"For decades now, we've had nothing but negative comments about gay and lesbian people coming from the Vatican," DeBernardo said in a telephone interview from Maryland.

The largest U.S. gay rights group, Human Rights Campaign, said in a statement that the pope's remarks "reflect a hopeful change in tone."

Still, said Chad Griffin, the HRC president, as long as gay individuals, couples and youth alike "are told in churches big and small that their lives and their families are disordered and sinful because of how they were born ? how God made them ? then the church is sending a deeply harmful message."

In Italy, where politicians are generally sensitive to Vatican policy, Italy's first openly gay governor, Nichi Vendola, urged fellow politicians to learn a lesson from the pope.

"I believe that if politics had one-millionth of the capacity to ... listen that the pope does, it would be better able to help people who suffer," he said.

Francis also said he wanted a greater role for women in the church, though he insisted that they cannot become priests.

He was funny and candid during the 82 minutes he spent with journalists on board the plane returning from Brazil. He didn't dodge a single question, and even thanked the journalist who raised allegations contained in an Italian news magazine that one of his trusted monsignors was involved in a gay tryst.

Francis said he investigated the allegations according to canon law and found nothing to back them up.

He took journalists to task for reporting on the matter, saying the allegations concerned matters of sin, not crimes like sexually abusing children. And when someone sins and confesses, he said, God not only forgives ? but forgets.

"We don't have the right to not forget," he said.

Gov. Vendola, who leads the southern Puglia region, praised the pope for drawing a clear line between homosexuality and pedophilia.

"In only one blow, he carried out a very brilliant operation, separating the theme of homosexuality from that of pedophilia," Vendola said in a chat with journalists. "We know that a part of reactionary clerical thought plays on the confusion between these two completely different categories."

The directness of Francis' comments suggested that he wants to put the matter of the monsignor behind him, while also setting a new tone of openness as he focuses on his key priority of reforming the Holy See bureaucracy.

Francis was also asked about reports suggesting that a group of gay clergymen exert undue influence on Vatican policy. Italian news media reported this year that the allegations of what they call the "gay lobby" contributed to Benedict's decision to resign.

The term "gay lobby" is bandied about with abandon in the Italian media, and is decidedly vague. Interpretations of what it means have ranged from the benign concept of a group of celibate gay priests who are friends, to a suggestion that a group of sexually active gay priests use blackmail to exert influence on Vatican decision-making.

Stressing that Catholic social teaching calls for homosexuals to be treated with dignity and not marginalized, Francis said he would not condone anyone using private information for blackmail or to exert pressure.

"A lot is written about this 'gay lobby. I still haven't found anyone at the Vatican who has 'gay' on his business card," Francis said, chuckling. "You have to distinguish between the fact that someone is gay and the fact of being in a 'lobby.'"

The Rev. James Martin, a Jesuit author and commentator, saw the pope's remarks as a sign of mercy.

"Today Pope Francis has, once again, lived out the Gospel message of compassion for everyone," he said in an emailed statement.

Speaking in Italian with occasional lapses in his native Spanish, Francis dropped a few nuggets of news:

?He said he is thinking of traveling to the Holy Land next year and is considering invitations from Sri Lanka and the Philippines as well.

?The planned Dec. 8 canonizations of Popes John Paul II and John XXIII will likely be changed ? perhaps until the weekend after Easter ? because road conditions in December would be dangerously icy for people from John Paul II's native Poland traveling to the ceremony by bus.

?And he solved the mystery that had been circulating since he was pictured boarding the plane to Rio carrying his own black bag, an unusual break from Vatican protocol.

"The keys to the atomic bomb weren't in it," Francis quipped. The bag, he said, contained a razor, a prayer book, his agenda and a book on St. Terese of Lisieux, to whom he is particularly devoted.

"It's normal" to carry a bag when traveling, he said, stressing the style that separates him from other pontiffs, who until a few decades ago were carried around on platforms. "We have to get use to this being normal."

Francis certainly showed a human touch during his trip to Rio, charming the masses at World Youth Day with his decision to forgo typical Vatican security so he could to get close to his flock. Francis traveled without the bulletproof popemobile, using instead a simple Fiat or open-sided car.

"There wasn't a single incident in all of Rio de Janeiro in all of these days and all of this spontaneity," Francis said, responding to concerns raised after his car was swarmed by an adoring mob when it took a wrong turn.

"I could be with the people, embrace them and greet them ? without an armored car and instead with the security of trusting the people," he said.

He acknowledged that there is always the chance that a "crazy" person could get to him; John Paul II was shot in 1981. But Francis said he preferred taking a risk than submitting to the "craziness" of putting an armored wall between a shepherd and his flock.

Francis' news conference was remarkable and unprecedented: Pope John Paul II used to have on-board talks with journalists, but he would move about the cabin, chatting with individual reporters so it was hit-or-miss to hear what he said. After Benedict's maiden foreign voyage, the Vatican insisted that reporters submit questions in advance so the theologian pope could choose three or four he wanted to answer with prepared comments.

For Francis, no question was off the table ? no small thing given that he is known to distrust the mainstream news media and had told journalists en route to Rio that he greatly dislikes giving interviews because he finds them "tiresome."

Francis spoke lovingly of his predecessor, saying that having him living in the Vatican "is like having a grandfather, a wise grandfather, living at home." He said he regularly asks Benedict for advice, but dismissed suggestions that the German pontiff is exerting any influence on his papacy.

On the contrary, Francis said he has tried to encourage Benedict to participate more in public functions at the Vatican and receive guests, but that he is "a man of prudence."

In one of his most important speeches delivered in Rio, Francis described the church in feminine terms, saying it would be "sterile" without women. Asked what role he foresees, he said the church must develop a more profound role for women in the church, though he said "the door is closed" to ordaining women to the priesthood.

He had harsh words for Monsignor Nunzio Scarano. The Vatican accountant has been jailed on accusations that he plotted to smuggle ?20 million ($26 million) from Switzerland to Italy and is also accused by Italian prosecutors of using his Vatican bank account to launder money.

Francis said while "there are saints" in the Vatican bureaucracy, Scarano isn't among them.

The Vatican bank has been a focus of Francis' reform efforts, and he has named a commission to look into its activities amid accusations from Italian prosecutors that it has been used as an offshore tax haven to launder money.

Asked if closing the bank is a possibility, Francis said: "I don't know how this story will end."

We then hope to inspire those that we love to do the same. ?We encourage our friends to join us at the gym and to discover this ?paleo? world we all have adopted. ?We cook healthy for ourselves, so then our family starts to eat healthy and they get motivated based on the results we achieve from this new found healthy lifestyle. ?Soooo?. why in the world, if your pets are part of your family and your best friends, wouldn?t you give them the same opportunity to be the healthiest they can be?

?

What does paleo for pets look like? ?Well?what does paleo for humans look like? ?Meat, veggies, fruit and healthy fat. ?There ya go, the same answer goes for Fido?within some reason. ?As you will find out, some of our ?healthy? foods are bad for our pets. ?These ?No No? foods are listed below. ?Other than those, stick to what you eat and assuming your pet does okay on them they can have the same thing.

?

No No?s

Avocados ? contain?persin,?a substance that can be toxic to dogs and cats. ?Found in skin, leaves, bark, pit and fruit.

Grapes and Raisins ? for an unknown reason, these can cause kidney failure ?in dogs (even in small amounts).

Lemons/Limes/Grapefruit/Persimmons?- can cause upset stomach

Garlic and Onions ? in every form (cooked, raw, dehydrated, powdered) can destroy a dogs red blood cells, leading to anemia.

Cooked Bones ? especially chicken bones, can splinter and cause lacerations and obstruction to your pets digestive tract

Raw Meat ? this is debatable, but you run the risk of food poisoning/parasites just as humans do with eating raw meat. ?Plus your animal can absorb more nutrients when eating cooked meat.

Fruit Pits/Seeds ? like cooked bones, can cause lacerations and obstruction of the digestive tract. ?Peach and Plum pits contain?cyanide?which is poisonous to both humans and animals, the difference is we know NOT to eat them

Corn?- is the most common allergy seen among pets.

Macadamia Nuts ? even just in small amounts can be seriously dangerous and possibly fatal.

Chocolate ? all kinds of chocolate have?theobromine, especially dark chocolate,?which can cause numerous health issues and even death

Xylitol ? an artificial sweetener found in gum, toothpaste, candy, etc. can cause liver failure due to increased insulin levels.

Caffeine ? can be fatal to your pet without an antidote. ?(found in tea, coffee, chocolate, cocoa, soda, energy drinks)

Alcohol?- same effect on animals as it does in people, but takes WAY less to negatively effect you animal than it does you.

Dairy Products ? like humans, it can cause stomach irritation and food allergies

Sugar?- same effect on animals as humans, too much sugar increases the risk of obesity, dental problems, diabetes

Salt?- too much salt/salt foods can result in excessive thirst and urination, possibly leading to sodium ion poisoning

Grains/Baked Goods ? as it does in humans, your pet?s stomach can?t properly digest grains and can lead to obesity, inflammation, allergies

Common Pantry Items ? such as baking soda and powder, nutmeg and other spices can be toxic to dogs. Keep your pantry closed.

?

Now, with all those ?no no?s?? here are some healthy options for your little companions that are real, whole foods and beneficial to their health.

Meat:??All meats are okay to give your pet, as long as they are able to handle them. ?Just remember to cook the meat and to give them a variety.

*Note: some people are okay with a raw meat diet for pets, but they will get more nutrients from cooked meat and not risk the danger of illness.

Fruit:?Be sure to wash all produce and remove pits/seeds.

Apples, Apricot, Blueberries, Cantaloupe, Mango, Pear, Raspberries, Strawberries, Oranges, Bananas, Watermelon,

Veggies:?Cooking/Steaming veggies will make them more easily?digestible

Carrots, Cucumbers, Green Beans, Zucchini, Broccoli, Cabbage, Cauliflower, Celery, Lettuce, Spinach, Pumpkin, Cooked Sweet Potato

Not Paleo, But Gluten Free:?Rice is a cheap, easy way to get your pet some real food. ?It?s not paleo, but it is gluten free and as long as it?s cooked properly and your pet reacts positively to it, can be added to it?s food.

Ziggy being her Paleo de-stressed self, relaxing and getting some Vitamin D?lake powell 2008 042

Soooo? with all of those ?yes? and ?no? foods listed above, you can come up with a diet of real foods for your pet. ?If you eat paleo, these foods that are okay for your pet are commonly found in your house already so no additional shopping needed, just maybe a bit more. ?When you cook for yourself, add in a little extra for your pet. ?Be careful with seasoning though? maybe give your pet their dish before you season yours. ?Make sure to avoid the ?No, No?s? and give your pet a variety. ?Just like with humans, if our pets eat the same thing day in and day out they can become deficient in some nutrients and overloaded with others.

?

Now, in a perfect world, we would have the time and money to make a nice grass fed hamburger patty, sweet potato and veggie dinner for our pets. ?In reality, I understand this isn?t possible. ?So, also included below, are a list of ?paleo approved? dog foods. ?I?m not about to say that I cook a meal for my dogs everyday, because most times I don?t. ?I typically take a scoop of dry dog food out of the bag and dump it in their dish, where they promptly gobble it up as though they haven?t been fed in 6 months (if you have a lab you know what I?m talking about). ?They often get left overs from our meals for treats. ?Occasionally I will actually cook a meal for them. ?So, the next thing is what kind of packaged dog food is good for dogs. ?First advice, READ THE LABELS. ?Same as human food, if you can?t identify what?s in the ingredient list, don?t get it. ?Below is a link to some great grain free pet food.

Homemade Paleo Pet Treats

?

Remember, your pets don?t know what they ?re eating and if they are anything like my yellow labs, they don?t care. ? Pogo, our 2 year old lab, ate part of our vacuum?literally ingested the upholstery connection? I found it in the backyard for the next few days after she consumed it. ?She?s eaten an entire pack of gym (including the cardboard and wrappers), she?s eaten headphones, cables, chocolate bars, the bill of my hat, a 16oz raw steak, and more. ?We have to remember that what our dog eats is our fault. ?We are the ones that leave the food (or not food) available to our pets. ?Be responsible and make sure your house is pet-proofed and safe for your animal. ?Also, if you care for your pets as much as I care for mine, remember they deserve to fuel to be fit and healthy as well. ?If you don?t eat wheat, why are you letting your pets?

?I will spare you the picture of what was found in the backyard, but here?s a picture of the bill of my hat that was never found againIMG_1050

?Last but not least, here is a blog called PaleoPet that goes into more detail of how to safely administer a paleo diet for your pet.

GOP lawmaker warns Interior?s fracking rule could lead to cascade of new regs

A House Republican seeking to thwart the Interior Department's (DOI) regulation of fracking, the controversial oil-and-gas development method, said he?s trying to prevent what he believes will become a cascade of rules from multiple federal agencies.

Interior?s draft rules envision deferring to state regulations unless they?re weaker than the planned federal rules or don?t exist. But Rep. Bill Flores (R-Texas) predicted on Platts Energy Week TV that federal rules would grow from there, noting ?that?s? the way a lot of federal regulations start.?

?What concerns me about the DOI?s proposal is that it is the nose under the tent, if they can get in and say OK, we are only going to regulate where there states have no regulations or we feel like the regulations are not strong enough, then eventually you get a national standard over an area that they really don?t have the expertise to deal with and more importantly they don?t have the federal statutory authority to do it, and again, the states do a great job,? he said in the interview broadcast Sunday.

Interior?s planned rules would govern chemical disclosure and other elements of hydraulic fracturing on federal and Indian land, not fracking on state and private lands in Pennsylvania, North Dakota and elsewhere that has driven much of the nation?s oil-and-gas production boom.

But Flores, a former oil-and-gas industry executive, said the Obama administration is ?determined to try to regulate hydraulic fracturing? through multiple federal agencies.

A panel of the House Natural Resources Committee held a hearing on Flores? legislation that would block the looming Interior regulations last Thursday. Flores predicted that the bill will eventually pass the full House.

?I would expect that this bill will ultimately wind up being part of a HEAT package of bills that hits the House floor,? he said, referring to the GOP?s House Energy Action Team (HEAT) that?s led by Majority Whip Kevin McCarthy (R-Calif.).

San Diego mayor's therapy plan flops with critics

SAN DIEGO (AP) ? Mayor Bob Filner's announcement that he will undergo two weeks of full-time therapy defies leaders of his own political party who demanded he resign over allegations of sexual harassment.

The mayor's plans failed to appease many who called for San Diego's first Democratic leader in 20 years to step down less than eight months into his four-year term. Seven women identified themselves as targets of Filner's unwanted advances that include touching.

"Two weeks of therapy may help Bob Filner with his personal problems, but it does not help to address the needs of San Diego," said Laura Fink, a political consultant who alleges that Filner patted her buttocks at a 2005 fundraiser when she was deputy campaign manager for the then-congressman. She is one of seven women who have publicly identified themselves as targets of Filner's advances.

Scott Peters, a first-term Democratic congressman from San Diego, said the mayor would be unable to accomplish anything with controversy swirling around him.

"I understand the mayor feels like he wants help, and I think that's great," Peters said. "I just don't think it's appropriate for him to do it as mayor. It's pretty clear to me that he's not going to be in a position to lead the city."

Lucas Powell, who works at a coffee house in the upscale Point Loma area and voted for Filner, said he was unimpressed by Filner's announcement and believes the former 10-term congressman should step down as mayor.

"Two weeks isn't going change deep-seated opinions and behaviors," Powell, 30, said during a lull in business Friday night.

Julaine Rich, 45, called the two-week treatment plan "laughable" as she bought groceries nearby but was ambivalent about whether Filner should step down, partly because she was puzzled why it took years for some of the women to go public with detailed allegations.

Filner's problems began less than three weeks ago when a former councilwoman and onetime Filner supporter called for the mayor to step down, saying she had received credible evidence that he had harassed women.

On Monday, Filner's former communications director, Irene McCormack Jackson, became the first woman to publicly identify herself as target of Filner. McCormack, who took a $50,000 annual pay cut to join Filner's inner circle in January, filed a lawsuit claiming that the mayor asked her to work without panties, demanded kisses, told her he wanted to see her naked and dragged her in a headlock while whispering in her ear.

The other six women, who described their experiences to KPBS News, include Morgan Rose, a psychologist for the San Diego Unified School District who said the then-congressman repeatedly tried to kiss her during a 2009 meeting to discuss child welfare.

Veronica "Ronne" Froman, a retired rear admiral, said Filner once blocked a doorway after others left a meeting, ran his finger up her cheek and asked if she had a man in her life. Froman, who is known in San Diego as the "Navy Mayor" and has led the American Red Cross local chapter, said the incident occurred a couple years ago at Filner's congressional office.

Patti Roscoe, a businesswoman in the tourism and hospitality industry who knew Filner before he was elected to Congress in 1992, said Filner placed her in a "headlock" numerous times and tried to kiss her on the lips.

"I'd have to squirm to get away. And just as recently as a few months ago this happened. I turned and he just slobbered down my chin," Roscoe said.

Filner, who is 70 and divorced, apologized earlier this month by releasing a video statement in which he acknowledged disrespecting and sometimes intimidating women and said he was seeking professional help, but Friday's statement went further.

"The behavior I have engaged in over many years is wrong," he said at a nationally televised news conference. "My failure to respect women and the intimidating conduct I engaged in at times is inexcusable.

Filner said he will receive twice-a-day briefings about city operations while participating full-time in what he described as "intensive therapy" beginning Aug. 5. He said he would return on Aug. 19 and focus on "doing right by the city in terms of being the best mayor I can be, and the best person I must be."

"Words alone are not enough," he said. "I am responsible for my conduct and I must take responsibility for my conduct so that such conduct does not ever happen again."

Filner did not take any questions and his office did not say where he would be treated and whether the city would be asked to pay. City Attorney Jan Goldsmith said Filner, not the city, will pay for treatment..

Filner disclosed his plans hours after Debbie Wasserman Schultz, chairwoman of the Democratic National Committee, urged him to resign and called his alleged behavior "reprehensible and indefensible." The San Diego County Democratic Party Central Committee voted 34-6 Thursday night to ask Filner to step down, and county party Chairwoman Francine Busby said Filner's two weeks of therapy didn't change that position.

Filner was served with a subpoena Friday to appear Aug. 9 to address allegations in the lawsuit filed against him and the city by his former communications director. He was served as he left a regional planning agency meeting.

"We have a bunch of questions," said Goldsmith, the city attorney. "Our goal is to get to the heart of it as quickly as possible."

'POLITICAL THEATER'? Texas GOP Pushes Back On DOJ Voting Challenge

Texas Republicans are pushing back against a move by Attorney General Eric Holder's Justice Department to attempt to force the state to receive permission from the federal government before it can make changes to its voting and election laws.

In the administration's first response to last month's Supreme Court ruling that wiped out a major provision of the Voting Rights Act, Holder asked a San Antonio-based federal court to force Texas to get Justice Department approval before changing their election rules.

The high court?s 5-4 decision gutted the part of the Voting Rights Act under which all or parts of 15 mainly Southern states had been required to submit all voting changes for approval from Washington before they could take effect.

Texas Attorney General Greg Abbott said Thursday the Obama administration seemed to be "sowing racial divide" and accused the administration of joining Texas Democrats with an eye on the 2014 elections.?

?These judges are going to base their decision on the law and the facts,? Abbott told the Brownsville Herald. ?(Holder?s announcement) seems to be more political theater than it does any kind of legal statement.?

Abbott, who is running for governor, said there is "no need to have any uncertainty" about the legitimacy of the state's the 2014 elections calendar. Next year's primaries are scheduled for March 4.

Republican Sen. Ted Cruz released a statement following Holder's announcement accusing him of continuing the Justice Department's "longstanding pattern of refusing to follow the law."

"Likewise, Holder continues to attack voter ID laws, even though the Supreme Court has concluded that voter ID laws are supported by multiple interests that are 'unquestionably relevant to the State's interest in protecting the integrity and reliability of the electoral process,'" Cruz said.

Texas Republican Sen. John Cornyn accused Holder of trying to go around the high court. "This decision has nothing to do with protecting voting rights and everything to do with advancing a partisan political agenda," Cornyn said.

Holder, during a speech to the Urban League in Philadelphia on Thursday, said that based on evidence of racial discrimination presented last year in a redistricting case in Texas, "we believe that the state of Texas should be required to go through a preclearance process whenever it changes its voting laws and practices."

In its filing in San Antonio, the Justice Department said that "in every redistricting cycle since 1970, courts have similarly found that one or more of Texas' statewide redistricting plans violated the voting guarantees of the Constitution or provisions of the Voting Rights Act."

A three-judge panel in San Antonio has been looking at Texas voting maps for state and congressional redistricting since 2011, when the court threw out boundaries drawn by a then-GOP supermajority in the statehouse.

An ensuing legal battle between the state and a coalition of minority rights groups upset the 2012 elections in Texas, delaying party primaries that ultimately used temporary maps drawn by the court.

"Once again, the Obama Administration is demonstrating utter contempt for our country's system of checks and balances, not to mention the U.S. Constitution. This end-run around the Supreme Court undermines the will of the people of Texas, and casts unfair aspersions on our state's common-sense efforts to preserve the integrity of our elections process," Gov. Rick Perry said in a statement.

Holder's action was praised by minority rights groups, with the NAACP lauding the "necessary" move "for the United States to come to the aid or minorities in Texas."

"We are simply ecstatic that the Attorney General has decided to join us in a continuing effort to thwart the implementation of a discriminatory redistricting map,? NAACP Texas State Conference President Gary Bledsoe said in a statement.

The Associated Press contributed to this report.

Prop. 8: California Supreme Court Refuses to Stop Gay Weddings

Possible Legal Options Regarding Proposition 8SACRAMENTO (LATimes.com)-

The California Supreme Court refused Monday to stop gays from marrying while it considers a legal bid to revive Proposition 8.

The court rejected a request by ProtectMarriage, the sponsors of the 2008 ballot measure, to stop the issuing of marriage licenses to same-sex couples while considering the group?s contention that a federal judge?s injunction against the marriage ban did not apply statewide.

The court is not expected to rule on the group?s petition until August, at the earliest.

?
In dettaglio:
- Soldi Contanti dallo sponsor ufficiale:? ?? 250.000 Rand pari a 19.256 Euro

Dopodich?
